My daughter has a picnic table will be hidden kiddies around the sun. What is the proper way to paint without the paint coming out?

Instead of painting I have another suggestion. I suspect that the plastic does not go alone. Most likely is the top layer is really rusty. It's just the same like going to paintings of old cars before the end polular more transparent layer.
You can oringinal color and brightness returned by this layer of oxidation. Steel wool and some Elbow Grease works. You could make a polishing paste made of plastic (under the Department for the automotive or hardware) store in your favorite supermarket in order to speed up the process. Or you could use fine sandpaper, but the sandpaper will leave scratches that blur the plastic.
If you intend to paint, remember that the work is the preparation of the most important step in painting, and we should remove the oxidation layer anyway. If the color does not and is even worse. Good luck!
